Active
Living Assessment
It
is often the case that city and county land use regulations impede
the development of pedestrian-friendly neighborhoods and commercial
districts. Regulations often require wide streets — which
encourage increased and faster traffic — and they often do
not require sidewalks, crosswalks, or bike lanes. In addition,
local projects and programs often do not focus funding on these
amenities.
The Lawrence Group, a consulting firm based in Davidson, N.C.,
worked with City and County government officials, businesses, developers,
builders and interested citizens to complete a comprehensive assessment
of the plans, regulations, and ordinances of the City of Spartanburg
and Spartanburg County. The final report, completed in August,
2005, evaluates land development regulations and plans for the
City and County and identifies provisions that impede the development
of neighborhoods that encourage residents to engage in regular
physical activity, such as bicycling and walking, as part of their
daily routine.
With this assessment now complete, Upstate
Forever Spartanburg will work with the Active Living Task Force and other
interested
parties on education initiatives and advocacy for appropriate changes
in regulations and policies based on the report’s recommendations.

To coincide with the Active Living Assessment, Upstate Forever completed a public survey with recent homebuyers in Spartanburg County to guage their interest in neighborhood amenities—such as sidewalks; landscaping; open space; and proximity to shopping, schools, and work—typically associated with traditional neighborhood developments (TNDs). This presentation, completed by Priority Metrics Group in Spartanburg in March 2006, details the survey's results.
