Ned Barrett, Program Manager

Ned Barrett has eighteen years of education experience, having taught history, English, and French in secondary schools in New Hampshire, California, Virginia, and South Carolina.  He earned his BA from Colgate University and an MA in English from the University of Virginia.  A tenth-generation West Virginian, Ned has lived in Spartanburg since 1992.  He has two wonderful children, Lydia and Quinn, and enjoys running, hiking, and just spending time in the outdoors.

Shelley Robbins, Project Coordinator

Shelley holds a degree in economics from Duke University, where she spent time at the Duke Marine Lab, and an MBA from Southwestern Oklahoma State University.  Her varied experience includes studying lemurs at the Duke Primate Center, regulating water and wastewater utilities for the Florida Public Service Commission, advocating for the protection of the Florida coast and outer continental shelf in Governor Lawton Chiles' Environmental Policy Unit, and facilitating technology transfer at the Oklahoma Department of Commerce.  She and her family have lived in Spartanburg since 1998, during which time she has been impressed with the Upstate's positive changes -- from the development of the Reedy River Greenway to the increasing emphasis on walking and biking in Spartanburg.  Shelley and her husband, Scott, a composer and associate dean of the Petrie School of Music at Converse College, have two children, a dog, and a cat.  Shelley enjoys biking, reading, and creating lopsided pottery.

Angela Viney, Director of Sustainable Communites Program & Director of Spartanburg Office

Angela M. Viney served as the Executive Director of the South Carolina Wildlife Federation from 1997-2006. Her main thrust over those ten years was to return the organization to its roots of the traditional outdoor sports of hunting and fishing while educating members and the general public on the importance of the conservation of our natural resources. 

Through her leadership at SCWF, Angela brought together a network of conservation organizations that are working on environmental advocacy issues statewide.  She was also instrumental in reestablishing an effort to introduce youngsters to the outdoors through various educational opportunities.  She has been the recipient of the Charlie Shaw Conservation Partnership Award from the National Wildlife Federation and the Evelyn Thayer Chace award from Audubon South Carolina.

The oldest of six children and the daughter of a West Virginia coal miner, Angela’s conservation ethic can be traced to her roots: “As a child I was taught to respect and appreciate all of God’s creations and creatures—animal and human. I was instilled with a sense of coexistence, equality and tolerance. This foundation serves me well as we strive for balance in this ever growing state.

Angela is a graduate of the University of South Carolina, where she received a B.S. degree in Business Administration with a major in Marketing.   Her career has been totally focused on nonprofit management with twenty years of service in various capacities with the American Red Cross prior to coming to the SCWF.

Angela has also been active in her community of Lexington, SC. : She has served as President of the Rotary Club of Lexington; past member of the board of the Friends of the Lexington County Museum; and past member of the Town of Lexington Advisory Committee and Strategic Planning Committee.  She looks forward to becoming an active member of the Spartanburg community.

Angela is most proud of her son Jeffrey, who resides in Greer with his wife Wendy and their three children.
