Paris Mountain Hotel Opposition

There are places in the Upstate so beautiful, ecologically important, and iconic that their highest and best use is their natural state — Paris Mountain is one such place.

When a developer announced plans to convert sensitive land near the base of Paris Mountain into a resort hotel, Upstate Forever joined community partners in successfully mobilizing advocates to speak out in opposition of the concerning proposal.

A local icon

For generations, Paris Mountain has anchored life in Greenville and Travelers Rest — a familiar silhouette on the horizon and a beloved emblem of home. Local shops even carry goods boasting, “If you can’t see Paris Mountain, you’re too far from home!”

Today, surrounded by neighborhoods and just a short drive from downtown, Paris Mountain still offers room to breathe. Its 1,700-acre State Park provides a vital natural refuge within our fast-changing region.

Paris Mountain State Park boasts 17 miles of hiking and biking trails.

In the late 19th and early 20th centuries, Paris Mountain Water Company created lakes and dams on the mountain to provide Greenville with its first water system.

Once a rural retreat, the protected park lands offer Upstate residents and visitors a place to connect with nature within a now-bustling community.

Miles of trails, accessible campgrounds, and a lake offering swimming, fishing, and paddling opportunities make Paris Mountain State Park a popular destination for local residents and visitors of all ages.

The Proposed Development

In early 2025, a developer announced plans to annex two parcels totalling approximately 40 acres on Paris Mountain into the City of Travelers Rest in order to build the Inn at Altamont, a 150-room resort hotel and event venue. The proposal included plans for a full banquet hall, a 2,000-capacity event lawn, an upscale rooftop bar-restaurant, and more.

Reasons for opposition

While Upstate Forever rarely opposes specific development in favor of affecting change at the policy level, we joined a chorus of individuals and organizations in voicing serious concerns over this proposed development. 

Upstate Forever had major concerns about this project and annexation request:

  • Construction of the hotel and associated parking lots would without a doubt have negatively impacted the sensitive ecological features of the mountain, a steep terrain with largely contiguous forest and a healthy population of wildlife where the project is proposed.
     
  • Construction would have also posed a direct threat to headwaters of the Reedy River that dominate the project's lower parcel — critical for water quality.
     
  • Approval would set a dangerous precedent for using annexation to side-step Greenville County's "Environmentally Sensitive District" zoning — a tool intended to prevent such high-intensity development in this location.
     
  • Millions of private and public dollars have been invested in Paris Mountain’s protection so the community can enjoy a natural respite within an otherwise urbanized area.

A win for our mountain

More than 13,000 concerned community members signed an online petition opposing the project. Multiple local conservation groups took a stand against the proposal. An overflowing audience attended a public hearing on the project hosted by the City of Travelers Rest Planning Commission. Greenville County Council even unanimously adopted a resolution expressing their opposition.

When it became time to make a decision, our collective voices were heard. In a 4-1 final decision on the Inn at Altamont, the Travelers Rest (TR) Planning & Development Committee voted against advancing the developer's request to annex and rezone approximately 40-acres on Paris Mountain to accommodate the proposed 150-room hotel and event venue.

TR's Planning & Development Committee, comprised of five TR city council members, affirmed the city's planning commission's recommendation to deny the project following overwhelming public opposition at the April 24 public hearing.

While we believe stronger protections must be enacted soon to better protect Paris Mountain, this was a monumental victory for our local environment.
