GVL2040 and Greenville Development Code

Upstate Forever's Land Planning & Policy team advocated for the passage of GVL2040, a new comprehensive plan to guide the growth of the city over the next two decades, and the City's subsequent updates to their Development Code to reflect the priorities set forth in that plan.

GVL2040

GVL2040 is the City of Greenville's current comprehensive plan ("comp plan"), a tool that the City can use to shape its growth and evolution over the next two decades. Upstate Forever's Land Planning & Policy team worked diligently with many key stakeholders to emphasize the importance of the plan, and used our networks to educate citizens and alert them of opportunities to engage in the process. More than two years in the making, the comp plan reflects the way the community wants to grow, weaving together an integrated strategy to:

  • Expand affordable housing and mobility options
  • Preserve open space and tree canopy
  • Welcome new businesses and residents to the City of Greenville

What is a comp plan, and why is it important?

The State of South Carolina requires that municipalities update their comp plans every 10 years. Upstate Forever's stance on these comp plans is that they should reflect the core values of the broad community and set a course for accomplishing the overarching priorities that emerged throughout the planning process.

A successful adoption

In February of 2021, City Council formally adopted GVL2040. We are tremendously grateful to the 40-member GVL2040 Steering Committee, planning commission, city council, and city staff for their dedication and commitment to advancing a bold and visionary plan that addresses priority issues identified with substantial input from citizens and stakeholders. We also thank czb and Ingalls Planning & Design for their expertise and commitment in developing GVL2040.

Last but not least, we especially thank engaged citizens like YOU for investing the time and energy necessary to ensure GVL2040 reflects the values of the community-at-large. Your role cannot be understated.

City of Greenville Development Code

After GVL2040 was passed, the City of Greenville launched a once-in-a-decade process to overhaul their zoning and land development regulations — the primary tools determining how and where growth takes place within City limits. While a comp plan is an essential guide for community growth, it is not a legally binding policy. The follow-up process to create the new GVL Development Code was critical because the code gives "teeth" to the priorities set forth by the comp plan via zoning and land development regulations.

Advocating for the code

Once again, Upstate Forever closely followed and supported this process. In the months and years leading up to the final vote, we advocated to elected officials, planning staff, and citizens to ensure a good outcome. The Development Code needed to account for complex processes, diverse stakeholders, and a wide range of (occasionally conflicting) priorities. Greenville City Council made critical decisions to invest in and prioritize high quality planning initiatives with robust public engagement to identify and set in motion a more sustainable way of growing. These efforts paid off — City Council unanimously adopted the Greenville Development Code in June of 2023.
