Upstate Forever seeks consultant for GIS mapping and modeling services

October 7th 2026

Request for Proposals: Emerging Contaminants in Small or Disadvantaged Communities (EC-SDC) Grant Program – GIS Mapping & Modeling Services

Upstate Forever's (UF) Clean Water program has been awarded a grant from The Emerging Contaminants in Small or Disadvantaged Communities (EC-SDC) Grant Program within the South Carolina Department of Environmental Services (SCDES). The grant is formally titled “Protecting Drinking Water: Addressing Emerging Contaminants in the Upper Savannah River Basin” and will address the impacts of emerging contaminants on drinking water sources in small or disadvantaged communities within the Upper Savannah River Basin.

UF is seeking an experienced consultant to conduct a geospatial mapping analysis to identify lands that, if developed, would have the potential to disproportionately impact water resources and drinking water supplies in small or disadvantaged communities in Upstate South Carolina and to identify areas with the highest current rates of nutrient (nitrogen, phosphorus) and sediment exports. UF is working cooperatively with two Upstate drinking water utilities — Anderson Regional Joint Water System and Pioneer Rural Water District — to protect and enhance drinking water quality by evaluating and addressing key contributors to E. coli and cyanotoxin pollution that adversely affect source water used by both utilities.

All submissions must be received no later than 5:00 p.m. ET on November 6, 2026. For more information, including how to submit, click the link below.
